I think the best way to play Investigator is to play any other class, and to take the Investigator Dedication. Devise a Stratagem is extremely powerful on any striking class, but especially a Mastermind Rogue. If you get the Known Weakness feat, then you can keep your same action economy while cutting down on attacks that will probably miss.
